It is the precursor to the Gerber printing system for making boards and
stencils. You can clearly see the disks that hold the various apertures (or
D-codes). The handle on the right was used to select the correct D-code. 
As this was used before electricity was widely available the D-codes had to
be punched onto the board or into the stencil. To drive the punch the wheel
on the right was for the belt-drive, connected to the waterwheel outside the
building.
