I admit we tend to set an arbitrary limit and call it all good if 
that is exceeded.  That's just for sake of expediency 
though.  Sometimes we have to get into the stickier details 
though.  For example when a particularly challenging product rqmt (or 
a pwb technology that is emerging or marginally reliable) needs some 
real reliability engineering thought applied.  That's when the AT&T 
Reliability Manual gets dusted off and Mr Weibull with his log paper 
gets called back into service.
