I absolutely agree.  I'd rather they say "Stop, we're in too deep" than
continue to fight it hurting everyone further.  My new handler feels
since they didn't deliver a finished product, even though the work done
in prep of library symbol/footprints is completely valid, that we pay
them nothing and I can't live with that.

If your contractor has invested time (=money) in your company's product,
then you should pay for that time.
You chose them and you are choosing to take what they have done and pass
it on to someone else. If they have not defaulted on what they have
provided, pay them, do the right thing.
