You are describing a process that many in China refer to as "flash gold". The gold is electroplated and used as a solderability preservative and an etch resist. Several years age Urmi Ray presented a paper on this coating at IPC Expo.

  combination etch-resist & final finish.  It is lower-cost than ENIG and
  leaves the conductor side-walls exposed copper.  Perhaps this is the
