the ole "28809" actually did go to P prior to it's being replaced by good ole MIL-STD-2000, that was thought to be to harsh/strict and it was obsoleted without replacement,  that was when "oh-oh-one" took over.  The J-STD-001, a very nice spec has many of it's roots in the ole 28809 as does the CCA modification/rework "77" specs.
Without checking the facts, I believe that's how it went.  
Don't get me going on the WS spec and solder in vias... or or that 28809 tracked very well with the design standard MIL-STD-275, replaced by IPC-D-275...
