0.4 mil, what pwb is that? Sounds like a flex. If the bath can come in 
contact with the copper (good taper), no laser debris and if you start with 
electroless gold, it might work. Never met such small vias myself. But I've 
seen something like in my Nikon camera, a supersmall flex.
Will be interesting to hear what the real experts have to say.
