Yes Inge, they are difficult to grow "on purpose" :-). I guess your field case was with electroplated, not immersion Sn.
I asked Jay Brusse a while ago if he knew confirmed cases of wiskering on ImSn and the answer was (as far as I remember) - just one in a PTH.

I add this : we have tried to grow Tin whiskers on pure Tin objects and also 
on Immersion Tin without success. Tried biasing, cold,  heat, humidity, 
storage, but nothing ever happened.  I've myself had a look at some objects 
for years (!) but never succeeded to produce any whiskers.  But I've 
investigated  several cases from the field. I sent one such example to  NASA 
from a waveguide filled with up to 10 mm long whiskers.  I took a similar 
waveguide and ran tests, nothing happened . Seems like they are hard to 
predict. Spoky things.
