Why on earth do you want to wash a shrinked cable harness? I've been in the 
industry for decades, have been responsible for MIL  connectors & cables and 
have never written a manufacturing process with that stage.  I'm really 
curious.  Of course, there is a obvious  risk for water penetration. Only 
way to keep water from coming on inside is tubing plus potting. Believe me, 
I've experience from hundreds of harnesses.

Normally, we do not allow tight harness designs, because of the risk for 
condensed water that can't come out.  Ordinary tubing is a way to make a 
rigid bundle, which also protects from  wear and mechanical damage and 
withstands a number of minutes of fire and finally makes electrical 
insulation visavi surrounding cables.


Actually,  there are some tubes that are close to watertight. Their inside 
has a thick glue layer, which 'seals' against the connector.  But again, 
what will happen if you get condensation on inside?

( In strict terms,  a really watertight cable must have a  homogenous 
synthetic rubber mantle with vulcanized connector fittings.  See offshore 
cables. But that is probably far above what you ask for.)
