We did this: had arrays of 0.1 tp 1.0 pF ceramic caps on the substrate. Not many micro Coloumbs needed to charge. Used a Keithly instrument for measurement (don't remember what type, many years since test).

Inge,

EDD check meters are crude field meters.  What Trek also makes are  
electrostatic voltmeters that can read very small static voltages.   
They have probes on cables connected to the meters.
