Peter,

I have been on both sides of this situation as a customer and a EMS vendor.

I would make a case for internal numbers being the main way of 
communicating part numbers, but make sure that you define the ERP system 
such that you can also communicate PN effectively with your customer. 
Make sure it is easy and quick to correlate an internal number to what 
the customer knows. In other words you need a separate table in your 
database that has the customers name, component part number and product.

As for the part numbering itself, don't overthink it. Keep it simple. If 
you attempt making part numbers too descriptive it complicates things 
more than they solve. Don't make the cure worse than the disease. It 
will get fragmented and too complicated. It is advantageous for the 
operator to know what type of part he is dealing with based on the part 
number, but if you become too descriptive you also limit yourself down 
the line. For example if you define a BGA with number of pins and size 
and then later you get one with the same pins and size but it is taller, 
it impacts placement so you have to differentiate. Then do you 
differentiate between ceramic and plastic etc. If you are able to tie in 
pieces your current system then taht will help your operators.
