Steve,

Just received the failure report. 

The cause of rough surface is: The sealing boats in the line are keeping
used frequently; Sealing boats rubbed with materials then the surfaces of
the sealing boats become rough.  When glass body touch the surface of
sealing boats during assembly, glass body will be frayed by sealing boat and
cause the surface of glass rough.

Verification Result: 
According to electrical verification, returned samples are all confirmed as
good devices. The rough and bubble will not affect the reliability and
application.

So this part is good to go.

Dave,

It could be that the glass perform that forms the end of the package did not
totally [re]flow during the package sealing process.  If that was the case,
the roughness that you are seeing is the surface of the non-flowed glass
perform, or the texture of the graphite reflow fixture.
