The really excellent aspect of Joel Robbins' advice is that the process of removing the gold will almost certainly also remove the cause of the original "void", thus creating a much better bond to the gold.  With any sort of brush plating, this is not likely to occur.

Elaine,

In response to your question what we recommend is take the unpopulated 
boards, etch the gold completely and apply again. 
This is the best way to have a good quality board for assembly.

There are of course some "brushing" methods for ENIG too, but if the "bad" 
areas are large, then can result in bad solder joints.
