Elaine,
would do nothing before I knew what's under the surface. ENIG boards vary by 
quality. you need touch up, which tells me there is a problem with the 
finish. If you speak about very extensive batches, I would start with a 
analysis of the kind that gives a view of the in-depth status, e.g. the P 
%age, finish thickness,, contaminations, micro hardness etc. From that, you 
can work safer. If it's only about a single or few boards, you may just go 
on with stronger flux, increased dwell time and  a nmber of  other well 
known actions. you wsill get lots of proposals.
