What about having the thermal pad in place, but cut a thin strip out of
it for the Plastigage?  Plastigage is like really, really small diameter
dental floss, so he wouldn't have to remove much of the thermal pad to
make room for it so the thermal pad would still dominate the situation.

I don't think Plastigage or Pressurex will tell him what he's looking
for.
It sounds like he wants to know the spacing between the component and
the mating surface. That will be dependant on the thermal pad that he's
using and how much it squishes (technical term) down after torque.

Other than a cross section I'm not sure what else would work.

I wonder if you could use the Plastigage that engine builders use to
measure bearing clearances.  You put a strip of it in place, assemble
things, then disassemble and the width that the plastigage squishes out
to gives you a measure of the gap.
