I don't think NEMA's purpose in sponsoring the EDEE Act is to provide a means 
to continue with lead in solder. Far fom it. It wishes to create a Federal RoHS 
like law to avoid competing requiremenst in different US States and bring the 
USA in line with the EU.

They do of course want to confirm an exemption for medical electronics in any 
Federal RoHS-like law, which the current RoHS recast process will probably 
remove in the EU in stages.
