Ran into that once last year again and found that this time is was caused by the solder paste being stored too cold...You know if you don't write down C some people think that means F and everything freezes...
Then you only find out about it after the solder balls...

Went back to brushing on WS609 mix and the reflow oven and things got cleared up...
