I think you are right in part but would disagree on #1 certainly from my
perspective. Maybe the engineers were not eloquent enough to carry the
argument and most eventually were tasked with preparing for its
inevitable roll out rather than challenging it.

Another factor is business is getting more and more used to acquiesce to
new legislation, take the Finance sector which for US companies and
their branches was saddled with the enormous burden of the
Sarbanes-Oxley Act of 2002......... I doubt anyone totaled the cost of
implementing that and onward maintaining it.......

Let's keep something in mind here. This forum is made up of engineers,
not CEOs. The arguments in TechNet against lead-free were loud and
data-based. So rather than point fingers at each other (or each other's
nations), I would suggest we were failed on multiple levels by (in no
particular order):

1. Our own CEOs, whom out of cowardice, a lack of conviction, or pure
simple-mindedness, chose to ignore their own engineers.
2. NGOs, like Greenpeace, which make a living out of crying wolf, even
when the predator is a dove.
3. Our legislators, who failed to concern themselves with the very real
proposition that doing nothing WOULD HAVE BEEN the superior choice.
4. Ourselves as consumers, for continuing to purchase products from
companies like Apple* that, contrary to all evidence, have tried to
position themselves as consumer- and environmentally friendly. 
5. The mass media, which found the matter too complex to understand and
sell, and thus simply punted.
6. Our trade associations, which were equally complicit, choosing to
accept the outcome as a fait accompli.

The question today is, can anything still be done? I think that it can,
but it would be expensive, and would require a full-out attack on all
alternatives to lead, etc., much in the way that politicians "go
negative" toward their opponents during election time. 



*Btw, Apple is hardly alone in this regard.
