Whilst Illustrator will load in a PDF file it ultimately depends on the
software which created the PDF first whether you get vector objects and
text which can be scaled or edited easily in Illustrator, or whether you
get a bitmap image that can be a pain to edit!

If you've created a PDF file from a text editing program such as word
then the text should appear in the PDF as editable proper text, however
graphics programs that mix vector drawn objects, text, and bitmapped
graphics can vary in how they output PDF files, and how you output the
PDF file (using Adobe Writer, third party program like PDFCreator, or
using a built-in option in the actual program you're using).  Sometimes
the PDF file will contain proper editable text and vector objects but
sometimes you will get the PDF creation converting vector objects and
text into a bitmap image in the PDF file, which after you open it in
Illustrator will still be a bitmap image.

Illustrator does have a "trace" facility rather like Corel Trace that
will attempt to create editable vector objects from bitmaps if
necessary, though I've not thought much of it.
