Anything other than scraping/burnishing can risk exchanging the present problem for contamination across the whole pad.

See if tinning the pad causes it to lift.  Maybe a HASL cycle will clear the pads off.

If you have high resolution, expensive boards, and are on a short timeline, you probably should talk to a provider who has the capability to laser ablate solder mask and have them run it through a cycle.  Could get residual contamination issues as noted above, but at least you would have an automated process which isn't likely to physically damage anything.
