Actually works quite well, however you re-arrange the anagram - you can't
have lead in it!

Phil, 

Couple of points, besides others already commented.  

1. I perceive REACh to be a new way of life, not a point in time
legislation, like RoHS has been so far.  The materials lined up for
evaluation (mostly by the "Green" organizations) stretches as far as the eye
can see.  REACh is a process, rather than one specific legislation. Already,
I have heard that the EU has had 140,000 registrations of various compounds,
mixtures or devices - the three categories of items sought already.  

2. The line-up of countries to follow either REACh or California Green
Chemicals Act is growing.  Right now, I think California, and perhaps US EPA
who wants to ammend the Toxic Substances Control Act, are seeing how the EU
deals with the registrations.  I have heard that the money generated from
the application fees for REACh will only fund the large bureaucracy created
to receive, file, categorize and publish this mass of information into
mid-2010.  Then, how will the EU fund reach - raise taxes? ask for more
registrations?  And, we know California is bankrupt and can't fund a similar
bureaucracy.  

3.  I find that IPC ComplianceNet is a very good ongoing source of REACh
info.  
Not so much posteed there, but accurate.  Join from the IPC web page.
