If this is a high volume PCB contact your Fab house or find one that can
punch your material and design. They are in the best postion to review your
design. FR4 can be punched and is very repeatable. Like any hard tool, be
sure that your fisrt piece is correct.
Outline and punched hole changes require a change to the hard tool. FR4 is a
glass material so there is wear.

This is definitely a way to take cost out while getting unique features. If
the punch radius is too large than you may have to drill the corners as
discussed above..
