Is this supposed to be a hard gold finish or ENIG? If it is supposed to be hard gold, this is usually done for wear resistance on contact pads like these. I would be concerned about a solder finish for two reasons. First, it is softer and would not provide the wear resistance of a hard gold surface. Second, HASL finishes are not as flat as gold, you may have a difficult time getting a good contact under the button.
