It is related to the solder acceptance requirements listed in J-STD-001D
paragraph 4.14 and 7.6.
Same requirements are listed in IPC-A-610D.
You can achieve this with old, oxidized components, but it will be much
more difficult to do so.

In addition, it is going to depend on finish, finish thickness (varies)
and what your level of acceptability is (which IPC class product do you
build?).
I also do not know of a published, recent standard on this topic.
