IPC-J-STD-003 provides 3 categories for "Durability" testing of solder.
Cat 1 - boards to be soldered within 30 days of mfg, Cat 2 - 6 months
and Cat 3 - over 6 months

There is no standard for shelf life. The typical guideline is to use
parts before they are two years old, but of course that is just a
guideline.
Parts as old as 20 years are soldered successfully every day. On the
other hand, newer Sn99 components begin to oxidize immediately, and are
sometimes difficult to solder after as little as 1 year. This is because
tin oxidizes more quickly without lead.

Gregg hit it on the nail head.
In addition, it is going to depend on finish, finish thickness (varies)
and what your level of acceptability is (which IPC class product do you
build?).
I also do not know of a published, recent standard on this topic.
