Local authorities are not always the most informed, and aware folks...
As I mentioned in an earlier post....
The alcohol based sanitizer probably has effect on both bacteria, and viruses.    Benzalkonium Chloride almost certainly has no effect on viruses.
Benzalkonium Chloride is a bactericide, and is not known as having any effect on viruses.

But local officials are local officials, and must be put up with.
