Hi Bob - unfortunately there are a fair number of components today where 
the lead toe has a non-plated or sheared surface making those areas 
"non-wettable by design" so an inspection of the toe would not provide a 
visual indication of the reflow process.

Hi,

 The one thing the TOE provides is an indication of reflow "Quality". The
HEEL is more important but the TOE gives a visual indication of the reflow
process.

Yes, for a gullwing lead, the most important part of the SJ is the heel
fillet. Depending a the length of the lead foot, the toe fillet is not
important at all (for a long compliant foot) or quite important (for a 
short
stubby stiff foot). But in either case, the heel fillet is most important.
