If you want to plug the via completely with copper plating, you will usually
get bed result since it will not actually plugged completely which will
bring potentially risk for the via.
 The better solution is usually open the via or plug the via with resin or
solder mask.

I see that extra copper plating sounds like a better way to go. What is a 
typical amount that a fab house can plated a via up to?

Would it be bad idea to complete fill a via with copper plating?
