A conventional mechanical breaker does not have that problem. Even breaking 
400,000 Volts can be done without that extra energy, but it may be little 
ionizing issues.

Quite true.  It's a simple matter of energy conservation--it takes energy to 
break a wire!  And when you are talking about a few milliamps the voltage 
drop would have to be large to provide this energy.

Look into a smart circuit breaker like Inge is suggesting.

Another possibility might be a positive temperature coefficient 
thermistor--the resistance increases linearly with temperature, so it will 
tend to cause the current to drop, regulating the load current.  I don't 
know if one is available with the characteristics you might need.

Evev a tiny tin whisker is to coarse, and a 1 mil bond wire will need amps 
to break. You need a cmos switch.
