Hi,

  The little CO2 lasers (25 Watt) I used had a scanning mode where they
swept the beam over the surface firing short bursts of energy. You could
remove a mil or two from the surface of a piece of paper without burning the
paper.

  I think you might be able to do something like that on mask over the FR4
but I never tired. 

 Removing over copper is easy as CO2 wavelengths are reflected.

If all the mask is over a copper plane, it could be removed by laser.  You
cannot remove mask over laminate with laser, to my knowledge.

Eddie,

   Is cured solder mask re-workable.   I want to reduce the overall
solder mask thickness on some finished assembly to expose the ENIG
plated external pads.   The solder mask appear to be thicker than the
copper features,  Is it practical?
