Jon,

What you have is what I have have known to be identified as a coined lead.  
Quite a few radial type through hole components are converted to surface 
mount application by coining (a controlled stamping that flattens the lead).  
Following the coining process the leads are placed through a carrier and bent 
approximately perpendicular to the original orientation.  The lead is not a 
gullwing and should not be considered as such.  IPC-610D 8.2.6
See 8.2.6.6 Round or Flattened (Coined) Leads, Minimum Heel Fillet:  
Class 1 wetted fillet evident, Class 2 Minimum Heel Fillet Height is solder 
thickness plus 50% of lead thickness, Class 3 Minimum Heel Fillet Height is 
solder thickness plus lead thickness.  See  IPC-610D for details.
