Ken,
I am late with a proposal. Anyway, we have been using FLIR cameras for many 
years. They are not cheap. On the other hand, they do the job we want: 
precise measurement and mapping of hot spots and all kind of components on 
RF boards. However, the camera is very flexible and can be used for 
unnumerous tasks.

Ken,

We have the OptoTherm EL camera. It comes with a p.c. and their
"thermalyze image analysis software".  There were some optional
accessories that came with it that we haven't used much. The total cost
for everything was around $20,000. It's done a good job finding pcb /
component / assembly shorts and leakages and been useful for other
thermal imaging tasks.
