Nah...  doesn't bug me...  I'm sure it may make sense for the reasons that have been mentioned here, but on a 15 year old design with 50 thou pitch PLCCs on it...  not so much.  When it's written into the design rules document without any sort of reasons why one would do it, it has become a habit.
