Hi, Young

How are you!

I have a question on the SVHC list. There is a SVHC candidate list (SVHC15 list) last year, and now ECHA released another SVHC(SVHC7 list). Is the new SVHC7 replace the old SVHC15 ? or the two lists have different purpose, as somebody said, the SVHC15 list is for notification while the SVHC7 list is for authorization?

Can you please make me clear? I'm puzzled.

As ECHA mentioned on 2 June 2009, "The first recommendation of substances to be included in Annex XIV was submitted by ECHA to the Commission on 1 June 2009. Further recommendations will be made at least every second year."

 

My personal thought is that 8 sleep only for a while and obviously 7 went for the final decision in the European Commission.

 

It is understandable that ECHA is extremely careful on any move they make due to:

- weak political and institutional power

- working with new scientific, technical and administrative methodologies

- unpredictable impacts on business from thier decision at the global scale

 

Unlike the opinions of NGOs on authorization, I think ECHA is not slow but careful. They will proceed much faster as soon as they acquire good technical foundation and experience on authorization. 

In the meantime, some companies may try to use this authorization scheme for their advantage as well. We have seen these happenings in EU RoHS and ELV.

Yes, I did.  Does it mean ECHA takes 7 SVHCs for the inclusion of

authorisation?  What about the remaining 8 SVHCs?
