Yes. In the sense that the word is commonly used there are all sorts of
silicones, just as there are all sorts of other chemical families/types.

Just because one member of a particular chemical type has some
undesirable
(in this case mechanical) properties, doesn't mean they all have it. If
that
were the case you would be in trouble with everything in your building.
This started as Inge said from silicone based lubricants, these can be
very
mobile and end up in all sorts of places, sometimes by non-intuitive
routes,
and they can be concern.
I suppose you could put up a notice or two saying no Silicones past this
line to keep them happy, of course you would not be able to stick them
up
with Scotch tape. Which rather makes the point.

What about all car/machine/outdoors electronics potted with silicon for 
decades then? It works.
People can't distinguish between cured silicon and silicon oil. It was
the 
later that started the 'silicon hysteria' about 1960.

If you haven't seen any pesky solderability problems in 15
years, then the risk is probably overstated.  And if your
solder connections meet visual requirements, then your customer
has no cause for concern.

We are a contract builder that manufactures printed circuit board
assemblies and apply a silicone conformal coating to those assemblies.
Our coating process is not isolated from the assembly and test area.  We
use a Sn63Pb37 solder process in both our smt and wave solder areas.
This has been our process for at least the last 15 years.  We are being
told, by a potential customer, that we are risking silicone
contamination of our solder joints as a result of our coating process
being in close proximity to assembly and test.
What are the risks to solder joint quality, if any?  Thanks.
