 To me, though, this sounds like the socks would contribute moreso to a high resistance than to a low resistance - the opposite problem.  
Maybe the guy wears metalized socks?  
Maybe he needs to start wearing polyester socks.
Do you wear the ESD jackets that plug in, and conduct to the body thru the cuffs on the sleeves?  Maybe that would work better than the wrist straps.

I found this one intriguing and anticipated negative employee jokes; recommendations for conductive BVDs or an ENIG dip like that 007 movie.  A further google search suggested checking the socks...

5. Sock resistance due to fabric and level of sweat involved - If a person wears waterproof socks they will totally insulate the foot from the shoe. While this seems ridiculous, it is very similar to a person wearing a fresh pair of thick polyester socks early in the morning before a good sweat layer has formed. Cotton socks at one time were very common. Now even the white "crew" style socks can not be assumed to be cotton. For good contact with the shoe, the socks must be taken into account. In fact for ESD work, cotton socks should be required. For laboratory testing purposes, only cotton socks are allowed, they are worn for a minimum of 2 hours prior to the beginning of tests and moisturizing lotion is used. These precautions make sure the testing persons are uniform in their contact resistance with the shoe.

Hello Tech Net,
Assemblers and techs check their shoes on an ESD Shoe checker, each day before the start of their shift. We have one person that works in the warehouse that always fails low (resistance). We have tried new heel straps, walking for an hour or two in regular ESD shoes, even wearing someone elses shoes that had just passed. Nothing seems to work. He has also tried to apply lotion to the strap that sits inside his sock. Do you know of any tricks we can try to employ? Have you seen issues like this before? I think some of the steps we took may have helped for a high resist fail but not a low resist. Even the wrist strap test fails for him (multiple wrist straps).  Any suggestions would be much appreciated.
