You can turn to your soldermask supplier for help, ordinarily, the soldmask's CTI measurement is carried out on laminate of 400 CTI which depends on the final state of the soldermask--Gloss, matte
Generally, the soldermask's CTI is higher than the laminate's, so I don't think you should consider it a big task.

For laminate that has High CTI value (>600), is there a special requirement for soldermask also? If so, do you have any suggestion what soldermask to use? Or I can just use basically the most common soldermask?
Application of the PCB is for solar energy with input voltage of 900VDC.
