I guess that's the "it depends" factor.

It seemed such a general question, I suppose I should have clarified I was 
giving a general answer.  I assumed the question wasn't asking about heat 
transfer vias, or it wouldn't have asked about thermal relief.

But I did miss #2 completely.  It's easy to get too used to the way we do 
things, that's not a common requirement for us.  Thanks - a good reminder!
