Yes, I always took it that "permanent" referred to the nature of the
dissipative property of the substance not to the enduring nature of the
substance itself. 
Or more succinctly: permanent while it's there.

I think these things work in two ways:

1) A substance which relies on absorbed moisture to make the surface
static dissipative. Performance will therefore rely on relative
humidity. Most common types are like this. 

2) A substance which has an inherently conductive ingredient, albeit a
low conductivity (e.g. ITO?). These are not humidity dependent.

I would not call the first type "permanent". The second type should work
for long periods unless other factors kick in. 

For both types, permanency will also depend on adhesion to the substrate
and resistance to any abrasion or other wear & tear. If your fixture is,
say, made of ptfe and is subject to a lot of stuff rubbing against it,
then I would guess "permanent" is also unlikely.

Like all ESD measures, regular audits are best.

Has anyone ever used static dissipative coatings? 

There is a coating manufacturer whose claims that their coating when
applied will make a fixture permanently static dissipative.

Any thoughts?
