I have never heard of a coating that stays conductive forever. It should be
monitored to insure the coating has not worn off or lost effectiveness. If
it has you will need to coat the surface again. 
Our shop floor is coated with a conductive paint. We check the high traffic
areas twice a year and the low traffic areas once a year. Areas that fail or
are on the border of failing get a fresh coat of conductive paint.

Has anyone ever used static dissipative coatings? 

There is a coating manufacturer whose claims that their coating when
applied will make a fixture permanently static dissipative.

Any thoughts?
