It's "Recognized Component", as opposed to "Listed" product. There's a fairly good definition of these categories on the UL website:

Hey technetters-  I have a question from a customer who is getting approval on one of our products, and want to be sure I understand the question correctly, but not look like an idiot

The question asked is:  "Do we have a UL R/C PWB?"

The pcb is manufactured by a UL registered pcb manufacturer, but what is "R/C"?   My best guess is "Registered Contractor"?
