You missed the point - Scott was talking about the units of measure not
the actual figures.
A w/w measurement unit is not a technically correct unit to use in the
DMF directive, because as you say the substance is normally "holstered"
in the item.

If you are talking about a 0.1% w/w then that would be 0.001 kg/kg or 1
g/kg or 1000 mg/kg. This is certainly much bigger than 0.1 mg/kg. And
for DMF they are looking for this in holsters (both real leather and
fake leather), so it is almost the entire weight of the article, so I
don't see what you are really getting at.

w/w (or w/v, v/v )is used where you are considering the % presence in a
compound or substance.
In the DMF this isn't (in the majority case) the case so can't class as
a w/w measurement.
