We currently put vague references in the revision block. That reference is
usually enough to refresh my memory and remember most of the ECN. If it was
before my time, I need more detail or I just don’t remember I look up the
ECN, which is listed in the revision block as well.

"It's FAR easier to track ECN data in a PDM system than to try to read 
abbreviations and vague referneces that fit in a revision block.  Not to 
mention often adding pages and pages of confusion that the current vendor 
does not need."

This isn't just a "shall" for IPC, it's also a requirement for many other
standards-bodies, external auditors and certification bodies etc. who want
to see details of the revision history on any drawing.
