I have found that if you put enough lead time there is little or no difference between the two. The real question is the board designed in a fashion that the fabricator can meet class 3 requirements at all, or without a lot of yield loss.
From my experience a good class 3 shop is going to build your class 2 board with the same quality they would build your class 3 board with. So going to a low end shop and getting a quote is not really a fair comparison.
I can go get some panels built at a low end shop for some extremely low price. But you get what you pay for. Having been burnt by post via separation I haved learned that price is only one of the variables to consider when choosing a fabricator.
