12 mil, = 0,305mm. I assume no track between these pins? Is it 
allowed just to connect the two pins with a blob of solder?

Maybe easier with just a short wire snippet squeezed in the gap 
between the pins, would make it easier to get this normally unwanted 
"solder defect".

Don't know what any current versions of IPC-7721 or similar docs 
state about that modification. My version is about 10 years old, but 
the latest seems to be from 2001, still nothing about such fine pitch 
stuff in the latest addendum...
