We use Altium/Protel here primarily for its relatively low cost and ease
of use.

It is not as cut and dry as that. It really depends on how your
infrastructure is set up. SI, schematic capture, mfg. etc.
From a designers point of view, PADS is somewhat easy to learn, but has
certain drawbacks. Mentor and Cadence have a tremendous amnount of
capabilities, but more expensive and a little bit more difficult to
learn.
