RoHS 2 is ONLY a proposal right now. There is no requirement cast in stone.
It has to go through a rather extensive legislative process before the
directive is issued. So think about planning ahead but expect changes to
this proposal...there's lots of consternation about this CE requirement (and
other aspects of it). While my friends at Symphony may "expect" it to be
approved, there's a long road ahead for that to happen (and I don't know
what makes them think it will be approved as-is, either. No stakeholder
group I talk to is very pleased with it). 

My suggestion: keep an eye on it. Think about what CE marking (and the other
new requirements) would mean for your company; work with your favorite trade
association (IPC, AeA, EICTA) to get ready for the stakeholder consultation
period. But don't go changing processes and products yet.

And regarding this:
