The ESD Handbook is ESD TR20.20.  It has just been updated so is ESD
TR20.20-2008.  Something like 132 pages.

The ESD association has a handbook type document I think they refer to it as
a Technical Report. It supports 20.20

I think the Mil Spec is Mil HDBK 263.
