Sounds like a band aid.  .019/.010 isn't impossible, sure, difficult, but do-able.

Like Werner said, why .010" holes?  Why fill them with epoxy when you have 
all of that nice conductive material going onto the board anyway?  We 
regularly specify the tolerance of .010" holes as +(what we can tolerate")/-
.010", that lets the board house drill what they need, plate how they need, we 
get annular ring, and so what if the vias are solid?
