Andy,

First you put on the alcohol and just start soldering..
Adding liquid flux and solder wire...

First the alcohol coats the PCB with a micron-thick layer that prevents the flux residues from adhering to the PCB  Then the violent boiling action of the alcohol, thermo-mechanically scrubs the joint areas of oxides and residues, transports the residues away from the joint area and then keeps the flux and residues from adhering to surfaces do to the solution movement ...  

For your own processes and chemicals you have to develop "recipe"...

You sometimes end up using different alcohol percentages to insure you have a consistent H20 to alcohol ...

Did you mean to put the alcohol on the soldering area, let it
completely evaporate, and then applying the NC flux? I'm wondering how
this helps except to clean the surface off contaminants before
soldering.
