Sometimes the laminate and solder mask are not up to IPC standards, which
with aqueous cleaning, cannot sustain the prolonged elevated temperatures needed
for drying without damage. The tendency then is to under-dry the pcbs, which
allows for moisture retention and possible current leakage.
Have seen this happen in some overseas operations some years ago. In one
case it was the laminate, in another it was the solder mask which allowed the
retention of water soluble flux residues.
